PROBLEM TO BE SOLVED: To provide an oil-in-water whitening cosmetic which shows a good shelf stability, provides a smooth feel at use and hardly shows stickiness, despite the presence of an electrolyte. SOLUTION: The oil-in-water whitening cosmetic comprises an oily component, a whitening component and water with N-alkyl-N, N-dimethylaminoacetic acid betaine in which the number of carbons in an alkyl group is 16-22.
