<P>PROBLEM TO BE SOLVED: To provide a diffusion layer for a fuel cell, whereby a lowering of output resulting from contamination of water in the fuel cell is not easily caused, no wiring in a water system becomes complicated, and the fuel cell can be made inexpensive, and to provide its manufacturing method, and the fuel cell. <P>SOLUTION: In this diffusion layer 14 for the fuel cell, a cation exchange resin 12a is filled in a passage penetrating through a diffusion layer 12 in its thickness direction.
