PROBLEM TO BE SOLVED: To provide a method of manufacturing electrode catalyst powder for a polymer electrolyte fuel cell with electrode performance improved by producing metallic fine particles of a structure covering a surface of platinum fine particles with zirconia or titania, and using the metal fine particles as electrode catalyst.

SOLUTION: A cationic platinum complex is added in zirconia sol or titania sol, deposits generated as the sol turns into gel is put under thermally decomposing treatment in an oxidizing atmosphere, and then put under reduction treatment in a reduction atmosphere to cover a surface 1 of the platinum fine particles with zirconia or titania 3.
