PROBLEM TO BE SOLVED: To keep operation rate of a device by avoiding pick-up operation of components from an empty housing part in case when a plurality of empty housing parts occur at some joints.

SOLUTION: A CPU 110 judges whether or not there is any electronic component in a housing part Cc according to the recognition processing result of images picked up by a substrate recognition camera 17. When there is no electronic component, the CPU 110 controls a suction nozzle 18 not to take out an electronic component, but it makes a component supply unit 6 feed a housing tape C.
