PROBLEM TO BE SOLVED: To provide a hot environment reducing device capable of providing a high cooling effect by a simple structure. SOLUTION: A wall body 2 is provided with a space 7 facing a vertical direction in an interior, and an opening 4 communicating an interior with an exterior of the space 7 in a lower end, and at least one part is formed by a tabular member 11 having water retentivity and water pumping capability, and a water supply means 15 is provided for supplying water from a top part of the wall body 2 into the space 7 like a shower or mist. A water storing part 10 recovering and storing water flowing down the space 7 interior is provided in the lower end part of the wall body 2, and water stored in the water storing part 10 is supplied to the water supply means 15. An air flow is generated in the space 7 by shower-like or mist-like water flowing down the space 7 interior, waterdrops are vaporized, and air in the space 7 is cooled. The wall body 2 is maintained in a wet state, the wall body 2 is cooled by heat of vaporization of water evaporating from the wall body 2, and air in the space 7 is cooled by the cooled wall body 2.
