<P>PROBLEM TO BE SOLVED: To provide a content distribution system wherein a load imposed on devices and a network is relieved. <P>SOLUTION: When a content server detects a new request of content viewing start or end from a user, the content server calculates a residual band in response to the viewing start or end request. In the case of the start request, the content server allocates a band for content distribution to a user requesting the start by taking into account the residual band. The content server calculates the residual band revised by allocating a band from the residual band to the requester user to update residual band information. In the case of the end request, the content server adds the residual band increased by the completion of the content distribution to update the residual band information.
