PROBLEM TO BE SOLVED: To provide a train determent arrangement plan adequate for generating a Petri net model from the viewpoint on the operation side adequate for the train operation, and changing a state in which the train is emergency-deterred to a state in which the train is deterred in a desired arranged manner.

SOLUTION: A facility standard model is generated based on the facility data in which the rail track between stations and the station line number entry/exit condition are specified, and a train operation adaptive model is generated based on the facility standard model (S1). Based on the train position in an emergency determent state and the desired train position in an arranged determent state, the ignition series of the transition included in the train operation adaptive model, and the operation of the model in which the evaluation value is expressed by a maximum ignition series is determined as a train determent arrangement plan (S3).
