PROBLEM TO BE SOLVED: To provide a key top plate allowing pressing operations of respective key tops to be smoothly executed with small force independently of one another, having waterproof and dustproof functions at the same time, high in strength, and easy to manufacture. SOLUTION: This key top plate 1 is composed by attaching key tops 10-1 to 10-18 to a film plate 30 having flexibility. Cutouts 31 are respectively formed on the film plate 30 around the attached key tops 10-1 to 10-18. The plurality of cutouts 31 are covered with a single rubber-like elastic body 70.
