PROBLEM TO BE SOLVED: To obtain a rare earth metal complex exhibiting emission of excellent monochromaticity derived from a rare earth metal ion and having excellent solubility in an organic solvent, heat resistance, fluorescence quantum yield, etc. SOLUTION: The phosphonic acid-diketone complex-based rare earth metal complex comprises a phosphonic acid ligand represented by formula (1) (A is an aromatic ring group which may be substituted with Z or the like; Z is a halogen atom or the like; R<SP>1</SP>is a 1-10C alkoxy group or the like), a 1,3-diketone compound ligand represented by formula (2) (R<SP>2</SP>and R<SP>3</SP>are each independently a 1-10C alkyl group, an aromatic hydrocarbon group which may be substituted with Z or the like) and a trivalent rare earth metal.
