PROBLEM TO BE SOLVED: To provide a sealing method and a sealing device of a structure improving the durability of the seal. SOLUTION: At a vehicle external surface 13a side, a sealing portion 17 with strength is formed in such a way that an end 5c of a pier panel 5, and a vehicle external surface 7a of a modesty panel 7 are connected by continuous welding extending in a longitudinal direction along an opening portion 16a. This keeps a connection portion 13 watertight and airtight. Furthermore, since the sealing portion 17 and the pier panel 5/the modesty panel 7 are made of a similar material, the durability of the seal is extremely high, and the seal material is surely prevented from secular deteriorating, damaged by scratch or the like and peeling due to washing work of a railway vehicle or the like for a long time.
