PROBLEM TO BE SOLVED: To minimize the elution of hexavalent chromium from concrete reproduction materials containing fine particles and macro particles acquired from concrete scrap materials. SOLUTION: The constitutive portion with particle diameters of 5.0mm or less of the fine particles and macro particles of concrete reproduction materials constituted of fine particles and macro particles to be generated in the case of selectively manufacturing aggregate for concrete or foundation materials from concrete scrap materials through a reproduction means is mixed with B class of blast furnace slag cement by a predetermined rate, and water addition and hardening is carried out so that a granuled object with predetermined particle diameter can be manufactured. Thus, it is possible to carry out the elution suppression processing of hexavalent chromium containing the fine particles and macro particles, and to suppress the elution of the hexavalent chromium from the aggregate for concrete or foundation materials as reproduction materials.
