PROBLEM TO BE SOLVED: To identify a user without giving stress to the user by biological information using an IC card and to prevent leakage of biological information. SOLUTION: An authentication information management server 5 generates three pieces of tally dataα,β, andγof which the two or more pieces of data can reproduce original data, from data for authentication indicating the biological information of the user read by a biological authentication apparatus 4 so that the tally dataαis a minimum data for securing security, and writes them to an IC card 2, the authentication information management server 5 and an authentication information management recovery server 6, respectively. When the user is identified, original data for authentication is generated from the tally dataαread from a memory in the IC card 2 by an IC card R/W 3 and the tally dataβstored in the authentication information management server 5 and is compared with biological information of the user to be identified, which is read by the biological authentication apparatus 4, to identify the user.
