PROBLEM TO BE SOLVED: To provide a toner scatter preventing device that prevents clogging of an air filter in an early stage, thereby reducing maintenance costs, and to provide a process cartridge and an image forming apparatus. SOLUTION: The toner scatter preventing device of a toner storage device storing toner includes a plurality of air filters 74a, 74b, 74c and 75 that differ in pressure loss. The process cartridge 80 has this toner scatter preventing device, and the image forming apparatus 100 has this process cartridge 80. In the toner scatter preventing device, the plurality of air filters 74a, 74b, 74c and 75 are separate from one another. The process cartridge 80 has this toner scatter preventing device, and the image forming apparatus 100 has this process cartridge 80. Further, in the toner scatter preventing device, the air filters 74 and 75 are integrated.
