PROBLEM TO BE SOLVED: To provide a method for reducing stress in a turbine bucket having a metallic base material, and tuning a frequency. SOLUTION: This method includes a stage of filling one or a plurality of pockets 11 in the bucket with a polymer composite material 14 having continuous fiber 16 in a resin matrix 18. The fiber has orientation determined by a frequency tuning method or a damping method selected in advance by the bucket. A turbine blade 20 includes at least one bucket 10. The bucket includes the metallic base material having one or a plurality of pockets 11 filled with the polymer composite material 14 having the continuous fiber 16 joined in the resin matrix 18.
