The signal installation (2) is operated in safe mode when either one of control units (3,4) transmits the control signal for the safe-state traffic signal e.g. stop mode. The signal installation is operated in normal mode when two control units both transmit a go-or clear-to-proceed control signal. The signal installation is operated in safe mode when the control signals of two control units are different. Control signals of control units are mutually compared over a preselectable time span. A central signal controller transmits a single-or dual-channel control command to the control units. Independent claims are included for (1) device for operating a signal installation of a railroad trackage block; (2) system for the activation and monitoring of a railroad-traffic signal installation, with a central signal controller and with transmission lines connecting to the signal installation for the activation and deactivation as well as the monitoring of the signals.
