PROBLEM TO BE SOLVED: To provide a virtual computer system capable of making a high performance compatible with a memory saving in an emulation system. SOLUTION: The virtual computer system is provided with: an emulation module for emulating an operation on the basis of an operation code for executing an operation to hardware of a server device; an exception event handler module for accessing the emulation module with an exception event generated by a CPU as a turning point; a code management module for managing a promotion code for emulating the operation to the hardware of the server device; a frequency determination module for determining whether the frequency of an operation to the hardware of the server device is a high frequency; and a switching module for determining whether to access the emulation module by the exception event handler module or to access the emulation module by executing the promotion code on the basis of the determined frequency.
