PROBLEM TO BE SOLVED: To provide a multi-stage bar code issuing device for enabling a user to form a new multi-stage bar code by easily registering a plurality of pieces of flag information in a changeable way. SOLUTION: A bar code printer is provided with a printer side flag table in which flags showing two-stage bar codes are registered as a set of a plurality of flags and a means for registering a plurality of pieces of flag information constituting a new multi-stage bar code in a changeable way, a host computer stores the flag information of two-stage bar codes in a host side flag table, and compares the printer side flag table with the host side flag table to synchronize the older one with the newer one, updating the older one when registering the flag information of a new two-stage bar code from the bar code printer.
