PROBLEM TO BE SOLVED: To provide a plant controller wherein a state is not improved in time of control operation, or reducing deteriorated risk, and allowing improvement of control performance to allow always stable operation. SOLUTION: This controller for a plant has: a basic control instruction arithmetic means inputting measurement data of the plant, and calculating an operation instruction value to the plant; an operation results database storing operation data having the operation instruction value and the measurement date; a state retrieval means retrieving/extracting a similar state on the basis of the past operation data and the present operation data; an improvement probability arithmetic means calculating a frequency distribution or a probability distribution from change results of an operation state by control operation in the past operation data that is the similar state extracted by the state retrieval means, and calculating non-improvement probability or improvement probability by the control operation; and an operation instruction determination means determining a next operation instruction value on the basis of the non-improvement probability or the improvement probability calculated the improvement probability arithmetic means.
