PROBLEM TO BE SOLVED: To improve the quality of a video signal by obtaining sufficient black flotation suppression effect even in video having a black part as a half of a screen and a white part as the remaining half or on a screen on which video has information of a white character telop. SOLUTION: The quantity of light irradiating an optical modulating element is controlled based upon a histogram distribution of luminance of an input video signal and darkness parameters representing degrees of darkness by luminance signal levels and when the mean value of luminance of the input video is high or when there are many dark parts causing black flotation even if a peak value is high, the quantity of light is suppressed small to suppress the black flotation, thereby outputting video having a high contrast.
