PROBLEM TO BE SOLVED: To provide a base isolation device capable of positively damping the energy of the relative movement of a foundation and a structure and carrying out the positional reversion of the structure at a low cost. SOLUTION: An elastic mooring rope connected body 10 and a rolling bearing 40 are provided between the foundation 106 and a steel frame pedestal 108 constituting a housing. The elastic mooring rope connected body 10 is equipped with a rod-like elastic mooring rope 12, having its one end connected to the steel frame pedestal 108 with a connection member 14 and the other end connected to the foundation 106 with a connection member 16. The elastic mooring rope 12 is equipped with a cylindrical high damping rubber and a reinforcing yarn layer woven with the reinforcing yarn around the high damping rubber. The rolling bearing 40 is equipped with a ball 46 arranged on the guide plate 42 fixed to a table section 106A, the ball 46 is rotatable within a guide wall 44. A ball contact plate 48 contacting with the ball 46 is fixed to the steel frame pedestal 108, supporting the steel frame pedestal 108 on the foundation 106 via the ball 46.
