PROBLEM TO BE SOLVED: To provide a monitor video processor capable of masking a privacy region in a monitored image, and capable of generating the monitored image in which foreign matter, such as an invader to a monitoring area, is displayed. SOLUTION: A device body 1 has a control unit 10 for performing information processing related to the control of an entire device, and an image processor 11 for performing the image processing of a photographed video image. A foreign matter processor 11a extracts a foreign matter related to an animal body when it determines that the lower end of the foreign matter is in the monitoring area, and performs the segmentation processing of a foreign matter that is determined to be a human by a determination section 10c. A mask region processor 11c masks an inputted image, where the foreign matter is segmented, based on a set mask region.
