PROBLEM TO BE SOLVED: To provide a system and method for estimating a location in which precision in the estimation of a terminal location is improved. SOLUTION: The location estimating system comprises: a terminal 11 for location estimation which includes a radio communication function and is capable of setting a plurality of parameter values for a parameter for transmission to be used for setting radio transmission; a base station 21 which performs radio communication with the terminal 11 for location estimation; a location estimating device 32 for estimating the terminal location of the terminal 11 for location estimation; and a DB server 31 for storing reference information to be used for estimating the terminal location of the terminal 11 for location estimation using the device 32. When terminal information for location estimation transmitted from the terminal 11 for location estimation via the base station 21 is received, on the basis of the received terminal information for location estimation and the reference information stored in the DB server 31, the terminal location of the terminal 11 for location estimation is estimated.
