PROBLEM TO BE SOLVED: To attain a location information acquisition permissive control in a network without requiring the judgement of a person to be retrieved whether the location information is acquired while ensuring privacy of the person to be retrieved to maximum. SOLUTION: The location information acquisition controller performs a location information acquisition permissive control, based on the speech information between a reporting person (a person to be retrieved) of an emergency and an emergency organization (a retriever), and converts the retriever ID to an emergency special number (for example, "110") being the assembly of an attendant board 7 when informing the retriever ID of the attendant board 7 to a mobile terminal 1 of a person to be retrieved. Consequently, the person to be retrieved can recognize only the emergency special number and transmit/receive the location information while ensuring privacy of the person to be retrieved.
