PROBLEM TO BE SOLVED: To provide an electrostatic speaker having a lower minimum resonance frequency. SOLUTION: The electrostatic speaker has: a vibrating electrode 30 that has a surface and vibrates according to an input signal; a fixed electrode 10 that has a surface opposite to the surface of the vibrating electrode 30, and is arranged separately from the vibrating electrode 30; and a cushioning insulating layer 20 that is a cushioning insulating layer having prescribed stiffness and insulating properties, while being formed between the surface of the vibration electrode 30 and that of the fixed electrode 10, and has a gap section penetrating a gap between the vibration electrode 30 and the fixed electrode 10.
