PROBLEM TO BE SOLVED: To provide an information optimal arrangement management device, an information optimal arrangement management method and an information optimal arrangement management program for reducing costs relating to the storage of a system. SOLUTION: When a new policy is set, this optimal arrangement management table 102 prepares a table record in which the special device file of the file system of a high end storage 300 and a special device file at a mid-range storage 400 side to which data is moved when the set policy is applied and a transferred flag are managed in association with one another. An optimal arrangement control module 101 checks the time stamp of a file system owned by the high end storage 300 and a policy on an optimal management policy table 103, and when there are data violating the policy in the file system, automatically moves the data to the special device file of the mid-range storage 400.
