PROBLEM TO BE SOLVED: To solve the problem that regarding a concentration measuring device for measuring toner concentration in liquid developer by transmitting light through the liquid developer lying in a narrow gap defined by a pair of counter surfaces, when extending a distance between the pair of counter surfaces in order to replace the liquid developer lying in the narrow gap, the movement resistance due to the surface tension of the liquid developer becomes large. SOLUTION: The concentration measuring device includes: a light-transmissive member 29 having the first counter surface 36; one side wall 27 having the second counter surface 37 positioned deeper than the first counter surface 36; and a light-transmissive member 60 having a third counter surface 38. In a state where the first and third counter surfaces 36 and 38 face each other, the liquid developer L lying in the narrow gap between the counter surfaces 36 and 38 is irradiated with light, then, the toner concentration is measured. When replacing the liquid developer L lying in the narrow gap, the third counter surface 38 is moved in parallel in a first direction D1, thereafter, moved in a second direction D2 orthogonal to the first direction D1.
