PROBLEM TO BE SOLVED: To provide a mobile communication system and the like which can prepare resumption of packet transfer before moving by establishing a path before moving, can thereby expedite the resumption of MN packet transmission, can expedite resumption of MN packet reception by buffering a packet buffered with nAR using CE more approximate to the MN, and can reduce jitters of MN reception packet by decreasing delay of the resumption of packet reception.

SOLUTION: In performing handover between mobile access networks, a mobile terminal 1 performing packet communication while moving in a network shares control information between mobile access networks in executing the handover. The mobile terminal having executed the handover forms a path for data packet transfer in the mobile access network before the handover so as to immediately resume packet transmission/reception after completion of the handover.
