PROBLEM TO BE SOLVED: To provide a method for manufacturing a semiconductive roller excellent in performance such as elasticity, dimensional stability, tight adhesion and electric characteristic, and further excellent in uniformity and stability in semiconductive performance by improving adhesion of a boundary surface between a semiconductive elastic layer and a covering layer, and to provide the semiconductive roller and an image forming apparatus. SOLUTION: The semiconductive roller is manufactured by treating the surface of a columnar semiconductive elastic layer formed on the outer peripheral surface of a shaft body with alcohol impregnated material and forming a covering layer on the outer peripheral surface of the treated semiconductive elastic layer. The semiconductive roller has the shaft body, the columnar semiconductive elastic layer formed on the outer peripheral surface of the shaft body and surface-treated with the alcohol impregnated material, and the covering layer formed to cover over the outer peripheral surface of the semiconductive elastic layer.
