PROBLEM TO BE SOLVED: To regulate source pressure with corresponding to all operation pressure without providing a solenoid valve for pressure regulation of source pressure. SOLUTION: Pilot shuttle check valves 131, 132, 133 guiding the maximum operation pressure of operation pressure regulated by a plurality of operation pressure regulating valves to a primary regulator valve 111 is provided in a hydraulic control device A of a toroidal continuously variable transmission 1. When servo pressure PS1 and servo pressure PS2 are input to a pilot shuttle check valve 131, higher operation pressure is output. Maximum operation pressure is guided to the primary regulator valve 111 as signal pressure PS by similar action even in the pilot shuttle check valve 132, 133. Consequently, the primary regulator valve 111 can regulate line pressure to set the same higher than the maximum working pressure by predetermined pressure without using the solenoid valve.
