摘要 PROBLEM TO BE SOLVED: To provide a controller of a plant for easily preparing a simulation model. SOLUTION: This controller of a plant is provided with a model 500 for predicting the value of a measurement signal 1 to be acquired from a control object 100 when a prescribed operation signal 16 is applied to the control object 100; a learning part 600 for learning the generation method of a model input 12 to be applied to the model 500 so that a model output 13 being the prediction result of the model 500 can converge on a model output target value; and an operation signal generation part 300 for generating an operation signal 15 according to the result of the learning part 600, wherein the operation signal 15 to be generated by the operation signal generation part 300 is acquired as an operation signal 16. This controller of the plant is provided with an external input interface 210 for capturing the measurement signal 1 and a measurement signal database 230 for storing the value of the measurement signal 2, wherein the average and distribution of the measurement signals stored in the measurement signal database 230 is calculated by the learning part 600, and the operation signal 15 is corrected by the operation signal generation part 300 by using the result of average and distribution.
