PROBLEM TO BE SOLVED: To provide an electrophoretic display medium having a partition high in adhesion to a substrate and to provide its manufacturing method. SOLUTION: A part or all of a partition contact area of a first substrate 11 forming a display surface is roughened by a sandblasting method by using a mask resist film as a mask in a surface treating process to form a surface-treated part 27. Then, a partition 3 of a shape to be engaged with the rugged surface of the surface-treated part 27 formed on the partition contact area of the first substrate 11 is formed by a photolithographic method. In the partition 13 formed by the method, the area of a portion where the first substrate 11 is brought into contact with the partition 13 is larger than a case that a partition 13 is formed on the first substrate having a flat surface.
