PROBLEM TO BE SOLVED: To provide a carrier for electrophotographic development capable of retaining good properties when used in various environments, and capable of sustaining high-quality image formation in long-term electrophotographic development. SOLUTION: The surface of a carrier core material 1 is coated with a mixture of a hydrophilic resin 4 and a hydrophobic resin 2 into which conductive fine particles 3 have been incorporated up to saturation, whereby conductive fine particles contained in the hydrophilic resin 4 are deposited/accumulated at the interfaces between the hydrophilic resin 4 and the hydrophobic resin 2 to form conductive pathways 5.
