PROBLEM TO BE SOLVED: To prevent unauthorized access without physically laying a dedicated line, to simultaneously access one fixed station from a plurality of mobile stations, and to forbid the access when the group is different even when the access is allowed. SOLUTION: An IP-VPN communication network is provided with at least one fixed station for transmitting corrective data, the mobile stations for receiving the corrective data, and a server 9. Each mobile station has at least a satellite position measuring section 11 for receiving electric wave from an artificial satellite, a communication section 12 for communicating with each satellite position measuring means, and a control section 13 for controlling the satellite position measuring section 11 and communication section 12. An intrinsic ID is assigned to each communication section 12 every satellite position measuring means, and the intrinsic ID of each communication section 12 is registered in the server 9 every satellite position measuring means. The server 9 collates the intrinsic ID registered in the server 9 with the intrinsic ID registered in each satellite position measuring means, and permits the network to perform log-in.
