PROBLEM TO BE SOLVED: To provide a compact heat exchanger reducing an ineffective space of the heat exchanger and exhibiting enhanced heat exchange capacity to an input amount of a material. SOLUTION: The heat exchanger comprises tubes 7 with fins wherein CO<SB>2</SB>refrigerant flows through tubes 11, and a vessel 6 having a flow passage 9 through which supply hot water flows. The tube 7 with the fin is arranged to meander in the flow passage 9 together with the flow passage, and thereby, the ineffective space can be reduced, and the flow passage through which a second refrigerant flows and the tube with the fin through which a first refrigerant flows can be arranged in the vessel, and a heat transfer area can be increased with the input amount of the material reduced by the tubes with fins.
