PROBLEM TO BE SOLVED: To provide a valve device and a pressure regulator capable of adjusting opening at a part near a close position without increasing the number of components and complicating a structure. SOLUTION: A cylinder 26 is provided with making an end surface 38 in an axial direction abut on a valve seat 32 of the valve seat body 25. A through hole 37 opening on the end surface 38 made abut on the valve seat 32 is formed on the cylinder 26. The valve seat body 25 includes an annular valve seat piece 31 forming the valve seat 32. The valve seat piece 31 is constructed by inserting a rigid core material 56 through an annular valve seat piece main body 55 made of elastic material over whole circumference of an inside thereof.
