PROBLEM TO BE SOLVED: To provide a method of manufacturing a perpendicular magnetic recording medium easily increasing nucleation field Hn and coercive force Hc of a magnetic recording layer on the perpendicular magnetic recording medium (CGC medium) comprising a soft magnetic layer, a magnetic recording layer having a granular structure, and a continuous layer having high perpendicular magnetic anisotropy on a substrate, can be easily enhanced. SOLUTION: The perpendicular magnetic recording medium is characterized by being equipped with; a soft magnetic layer formation process S.3 for forming a soft magnetic layer on the substrate; a magnetic recording layer formation process S.6 for forming a magnetic recording layer comprising a granular structure as a top layer of the soft magnetic layer; a continuous layer formation processes S.7 and S.8 which form continuous layers having a perpendicular magnetic anisotropy as a top layer or a base layer of the magnetic recording layer; a protective layer formation process S.10 which forms a protective layer as a top layer of the magnetic recording layer and the continuous layer; and a heating process S.9 which heats the layers at≤150°C and≥240°C after magnetic recording layer formation process, after continuous layer formation process, or after protective layer formation process.
