PROBLEM TO BE SOLVED: To provide an organosilicon compound to be used for forming hydrophilic film of excellent stainproofness and antifoggingness on various kinds of base material surfaces, to provide a hydrophilic composition containing the same, and to provide hydrophilic parts with coating film formed by the hydrophilic composition. SOLUTION: The organosilicon compound is represented by the general formula(I) or the general formula(II)( wherein, R<SP>1</SP>to R<SP>6</SP>are each H or a≤8C hydrocarbon group; R<SP>7</SP>is H or a monovalent nonmetal atomic group; x, y and z are each an integer of 0-2; L<SP>1</SP>to L<SP>3</SP>are each a bivalent linkage group having three or more kinds of atoms selected from carbon atom, H, oxygen atom, nitrogen atom and sulfur atom; and A and B are each a polymer or oligomer with structural units forming a recurring structure ).
