PROBLEM TO BE SOLVED: To provide a slow burning resin composition for a one-pot backing material having a sufficient pot life. SOLUTION: The resin composition contains (A) a crosslinkable resin composed of an internally crosslinkable resin having an epoxy group and a carboxy group, or a mixture of a carboxy group-containing crosslinkable resin with a crosslinking agent, and (B) a flame retardant, wherein the content of the flame retardant (B) relative to 100 pts.wt. of the crosslinkable resin (A) is≥30 and≤200 pts.wt., and at least a part of the carboxy groups is neutralized with an organic amine compound.
