PROBLEM TO BE SOLVED: To provide a fluid bearing device wherein lubricating fluid having a volume V required to be filled resides on the upper face of an opening portion without flowing out of the upper face of the opening portion and it is stably supplied in the process of filling the lubricating fluid in a gap between a sleeve and a shaft and a gap between each of a thrust flange and a thrust plate and the sleeve, and to provide its manufacturing method, a spindle motor, and an information recording and regenerating device. SOLUTION: From a relational expression between the volume of the lubricating fluid required to be filled and an oil repellent agent applying position, an optimum oil repellent agent applying position R on the upper face of the opening portion is derived. Then, oil repellent agent is applied to a radial position larger than the R. In a reduced-pressure atmosphere, the lubricating fluid is supplied between a portion protruded from the upper face of the opening portion of the shaft and a portion to which the oil repellent agent is applied.
