PROBLEM TO BE SOLVED: To provide a treating agent imparting water resistance, water-repelling and oil-repelling properties, feelings upon use and dispersibility to cosmetics, particularly cosmetic powder. SOLUTION: A film-forming agent for cosmetics comprises a polymer essentially containing a recurring unit derived from a fluoroacrylate represented by general formula (1): CH<SB>2</SB>=C(-X)-C(=O)-A-Rf [X is a halogen atom or the like; A is -O-Y<SP>1</SP>- (wherein Y<SP>1</SP>is a 1-10C aliphatic group, a 6-10C aromatic group or a cyclic aliphatic group or the like) or -Y<SP>2</SP>-[-(CH<SB>2</SB>)<SB>m</SB>-Z-]<SB>p</SB>-(CH<SB>2</SB>)<SB>n</SB>- (wherein Y<SP>2</SP>is -O- or -NH-; Z is -S- or -SO<SB>2</SB>-; m is 1-10; n is 0-10; p is 0 or 1); Rf is a 1-6C straight-chain or branched perfluoroalkyl group].
