PROBLEM TO BE SOLVED: To provide a filling and packaging method for filling all filling materials left in a chute into a bag, and also to provide a filling and packaging device. SOLUTION: An opening of the bag is sealed after the filling material is filled into the bag, in the filling and packaging device and the method used for the same. The filling material filled in the bag is further pushed into the bag by a pusher. For example, the filling material 24 left in the chute 46 is pushed into the bag 22 by inserting a pusher 52 with a shape insertable to the chute 46 into the chute 46 after the filling material 24 is filled into the bag 22.
