A device and a method for manufacturing half-finished tire products are provided to increase productivity by putting an inner liner and sidewall assembly produced by bonding sidewalls to both sides of an inner liner into a green case molding process. In a device method for manufacturing half-finished tire products, an extruder body(20) is composed of an inner liner rubber discharge port(21) molding inner liner rubber in a predetermined shape and discharging the molded inner liner rubber; and sidewall rubber discharge ports(22) formed at both sides of the inner liner rubber discharge port to mold sidewall rubber produced by integrally forming sidewalls, a base strip, and a rim flange in a predetermined shape and discharge the molded sidewall rubber. An extruding and joining mouth piece(30) installed at the front end of the extruder body forms an integral inner liner and sidewall assembly by joining the sidewalls to both sides of an inner liner by receiving and extruding the inner liner and sidewall rubber ejected from the discharge ports through an extruding and joining port(31).
