<p><P>PROBLEM TO BE SOLVED: To precisely summarize positional information without preparing any separate equipment or the like determining usage. <P>SOLUTION: A person positional information detection part 101 detects person positional information to store it in a person positional information accumulation database 102. A room user candidate extraction rule storage part 103 stores data describing a condition of a user to be determined as a room user. A user extraction part 104 selects a user based on the person positional information and a room user candidate extraction rule. A usage pattern extraction part 105 extracts a room usage pattern of the user based on statistical processing. A conformity degree calculation part 107 examines the person positional information of a target in a target list and calculates a conformity degree according to the room usage pattern. A corrected person positional information accumulation database 109 stores data corrected in staying time at a certain place, for which the person positional information is provided, by using the conformity degree as a factor.
