PROBLEM TO BE SOLVED: To provide a mercury-reducing catalyst and a mercury-converting unit which can maintain a high reducing function even if various kinds of metal oxides and corrosive and strongly acidic gases coexist, and to provide a whole mercury-measuring device which continuously measures the whole mercury in an exhaust gas by using the mercury-reducing catalyst and the mercury-converting unit, and is excellent in precision, stable over a long period of time and not affected by coexisting components. SOLUTION: A reagent, which comprises either an alkaline metal phosphate or an alkaline metal sulfite, or a combination, is used as a main catalytic component. COPYRIGHT: (C)2008,JPO&INPIT
