PROBLEM TO BE SOLVED: To rapidly and surely check the effect of an agent for paper making, such as a yield enhancement agent, a coagulant, and a pitch control agent, added to paper making process water such as material slurry and inlet slurry in a paper making process, and to accurately control the injection amount of the agent for paper making, based on a monitoring result. SOLUTION: With inlet slurry and white water each taken as a measuring object fluid, laser light is applied to the object fluid, and scattered light is received to obtain scattered light intensity data, with the laser light scattered into the scattered light by particles in the object fluid. Turbidity information on the particles in the object liquid is found based on the intensity data. Turbidity information on the inlet slurry is compared with turbidity information on white water, thereby monitoring the effect of the agent for paper making. The injection amount of the agent for paper making is controlled based on the result of comparison between the turbidity information on the inlet slurry and that on the white water.
