PROBLEM TO BE SOLVED: To provide a manufacturing method of a cylindrical functionally inclined material for manufacturing the functionally inclined cylindrical material having characteristics arbitrarily inclinedly-distributed in a radial direction by an addition of one or more kinds of fillers, and also to provide its manufacturing device. SOLUTION: Three kinds of materials a-c for a partial layer are prepared by mixing alumina to change characteristics into a thermosetting epoxy resin and a curing agent, in an arbitrary proportion, and the divided charging into a rotating drum 11 is carried out starting from the material for forming the outermost layer of the functionally inclined cylindrical material in order. At that time, the drum charging time of each material a-c for the partial layer should be substantially after a finish of the heat hardening of the materials drum-charged just before. A drum rotation rate is a speed in which alumina in the drum-charged materials a-c for partial layers is held substantially uniform in the materials.
