PROBLEM TO BE SOLVED: To provide a communication apparatus capable of reliably performing emergency contact such as safety confirmation, etc., when a disaster occurs by not adding equipment such as a server but only adding a function of a communication terminal, and limiting the increase of communication traffic. SOLUTION: When disaster origination limiting function is controlled, a control unit 203 controls a radio communication 202 so as to preferentially receive origination to a preferential contact destination, which is stored in a preferential contact destination storage 206, concerning the origination from a self terminal when a disaster signal is inputted from a disaster signal detector 204. When the disaster origination limiting function is controlled, the control unit 203 limits the times of origination to the preferential contact destination, etc., in response to a limit level for setting the limit of the origination times, etc., when the origination to the preferential contact destination is impossible.
