PROBLEM TO BE SOLVED: To determine a layer change place by evaluating the necessity of layer change for securing a return current route on a solid pattern. SOLUTION: A check point where the necessity of the layer change of a return current route on a solid pattern should be decided is detected from a signal line and the shape of a pattern adjacent to the signal line by a check point detection means 110. Whether or not any inter-layer connection element necessary for the layer change of a return current route exists within a check range including the detected check point is decided by an inter-layer connection element check means 120. The check ranges where any inter-layer connection element does not exist are compounded by a check range compounding means 130, and weights to be applied to the check ranges are added about the overlapped section of the check ranges.
