PROBLEM TO BE SOLVED: To provide a packaging bag which has a re-sealing means, makes the possibility of the leakage of a content as small as possible even if the content is liquid, can keep the content from contacting with the re-sealing member until use (in case of haulage, storage or the like), can be easily opened for use, and is easily manufactured, and to provide its manufacturing method. SOLUTION: The packaging bag 1 has a vessel body 11 having an opening at one end and a sealing member 12 folded inward the vessel body via a fold line to seal the opening wherein the sealing member 12 has an opening-scheduled line 122 thinly formed along a fold line 121 of the sealing member, one or a plurality of thinly formed opening auxiliary lines 123 intersecting with the opening-scheduled line 122, and the re-sealing means 124 capable of closably opening the opening formed by opening the opening-scheduled line 122.
