A double-layered water permeable plate is provided to maintain water permeability for a long time, have durability and slip resistance, and express the surface texture of natural marble. A double-layered water permeable plate consists of an upper part and a lower part formed of slurry which comprises 70-90 parts by weight of various-color natural aggregate, 5-15 parts by weight of blast furnace slag, 5-15 parts by weight of active fly ash, and 2.5-7.5 parts by weight of calcium hydroxide. The upper part includes aggregate having a particle size of 2-8mm and the lower part includes aggregate having a particle size of 13-40mm. Zeolite containing Zeolite zk-14 is fundamentally generated in the inside of the water-permeable plate.
